Portland and Augusta, ME and Manchester, NH (May 6, 2019) – Bernstein Shur, a leading New England based law firm welcomes David P. Littell as a Shareholder, where he joins the firm’s Energy and Environmental Practice Group.

Littell, a respected national expert on energy and environmental regulation, market rules, and compliance, has more than 27 years of experience in the industry. He played a key role in designing, implementing, and running North America’s first market-based greenhouse gas regulatory system, the Regional Greenhouse Gas Initiative. The market-based program successfully put in place regulatory and market rules coordinated between ten states through a newly organized administrative and technical assistance entity known as RGGI, Inc., based in New York City, which Littell chaired and served on the executive board of from inception in 2008 until 2015.

Littell has significant expertise on power sector transformation, grid modernization, grid-scale and distributed energy resource integration, ISO/RTO markets, environmental permitting under state and federal laws, environmental and energy compliance counseling, complex environmental cleanup agreements, environmental due diligence and negotiations with lenders, bond and securities counsel in complex transactions, and complex litigation support.

Prior to joining Bernstein Shur, Littell served as Commissioner of both the ME Public Utilities Commission and the ME Department of Environmental Protection and was most recently a principal at the Regulatory Assistance Project (RAP) where he worked with more than 20 PUCs, energy offices and environmental agencies and stakeholders (and he will continue that work at Bernstein Shur as a Senior Advisor to RAP). Littell also served as an intelligence officer in the U.S. Navy Reserve as a Lieutenant Commander.

Littell earned his A.B. at Princeton University, magna cum laude and his J.D. from Harvard Law School, cum laude. He is licensed to practice in the States of ME and Connecticut and he resides in Falmouth.
