On February 26, Ryan Lizanecz will present “Policies on Rounding and Accepting Coin for Municipalities” at the Maine Government Finance Officers Association (MGFOA) Winter Training Webinar, providing municipal finance professionals with practical guidance on managing cash transactions in a changing currency landscape.
With the U.S. Mint having ceased production of new pennies, municipalities are increasingly evaluating how to handle rounding and coin acceptance in a clear, consistent, and equitable way. Ryan’s session will outline considerations for developing policies that balance operational efficiency with fairness and transparency for residents.
Topics will include the continued status of pennies as legal tender, how and when rounding should apply—particularly for cash transactions only—and the importance of using a symmetric rounding method to ensure neutrality for both the municipality and the customer. Ryan will also discuss best practices for accepting all legal coins, including setting reasonable limits on the amount of coin accepted and establishing practical procedures for counting large quantities.
