Congress has opened the Fiscal Year 2027 (FY27) Community Project Funding (CPF) process, and the submission timeline is especially compressed this year. To allow time for internal review before submission to the House Appropriations Committee, Congresswoman Chellie Pingree’s office has set a submission deadline of Friday, March 6 at 6:00 p.m.

Each year, Congress passes annual appropriations bills to fund federal government operations, including medical research, environmental protection programs, infrastructure, and national defense. Congresswoman Pingree, who has served on the House Appropriations Committee since 2013, is now accepting CPF requests for FY27 consideration.

Who Is Eligible to Apply?
Under current CPF rules, eligible applicants include:

  • State governments
  • Local governments (cities, towns, counties)
  • Tribal governments
  • Other government entities (e.g., school districts, public colleges and universities)
  • Eligible nonprofit organizations (generally registered 501(c)(3) entities, including certain rural hospitals)

The following entities are not eligible:

  • For-profit businesses
  • Museums, memorials, or commemoratives (projects named for an individual or entity)
  • Nonprofits under several accounts (see guidance for exclusions)
  • Individuals
  • Other private entities

Project Requirements and Additional Criteria
Beyond applicant eligibility, projects must also meet the following conditions:

  • The project must qualify under one of the limited federal program accounts approved for FY27 CPF funding (each account has specific statutory requirements).
  • Applicants must demonstrate clear community support and documented need (e.g., letters of support, planning documents).
  • Projects must comply with all statutory requirements of the relevant federal program, including cost-share or matching fund requirements where applicable.
