Attorneys Josh Silver and Matt Victor Recognized for Contributions to Global Digital Policy Toolkit

Bernstein Shur is proud to announce that attorneys Matt Victor and Josh Silver were recognized as expert contributors to a new international policy guide published by the Project Liberty Institute. The toolkit, Digital Infrastructure Solutions to Empower Citizens: A Toolkit for Policymakers, was launched at the 2025 Global Solutions Summit and will help shape recommendations to G7 countries on data policy and digital infrastructure. 

The toolkit offers a four-stage framework—Assess, Design, Safeguard, and Adopt—for policymakers working to create digital systems that are secure, transparent, and serve the public good. It encourages governments to take a more active role in designing digital infrastructure, especially as technologies like artificial intelligence continue to evolve rapidly. 

Matt and Josh contributed to the Toolkit through expert consultations held in Washington, D.C. at Georgetown University’s McCourt School of Public Policy. Additionally, Matt participated in the AI Action Summit in Paris in February, during which his nonprofit, MAPLE, was recognized as a top 100 initiative for AI and Democracy globally. Their involvement in these areas reinforces Bernstein Shur’s commitment to leadership in the tech and data governance space.
