Taylor Caswell is the Managing Director of Bernstein Shur Strategic Economic Solutions, a consultancy helping public and private businesses, real estate developers, institutions and nonprofits plan, design, and implement complex economic development projects and growth strategies.

Taylor leverages decades of leadership across the public and private sectors—and deep regional and international connections—to help clients navigate and integrate the regulatory, administrative, and legal processes essential to turning ambitious growth initiatives into reality. Whether advancing a complex development project, expanding a business, or strengthening an organization’s economic impact, Taylor brings the insight, strategy, and connections to make it happen.

His impact is grounded in experience—most notably his eight years of service as Commissioner of the New Hampshire Department of Business and Economic Affairs, where he managed over $300 million in state and federal resources for business growth, workforce training, broadband expansion, and affordable housing. During his tenure, he developed deep insight into New Hampshire’s fastest-growing sectors, including bio and life sciences, advanced manufacturing, housing development, tourism and hospitality, outdoor recreation, and broadband infrastructure—knowledge he now brings to help clients drive sustainable growth across the region and beyond.
