Manchester, NH and Portland, ME – November 10, 2025 – Bernstein Shur announced today that Taylor Caswell has joined the firm as Managing Director of Bernstein Shur Strategic Economic Solutions, a new offering within the firm’s Government and Public Affairs Practice Group. Based in Manchester, New Hampshire, Caswell will advise clients across New England and nationally on planning, designing, and implementing complex economic development projects and growth strategies.
The new consultancy expands Bernstein Shur’s capabilities in economic development consulting, strategic advocacy, and public funding advisory services. Drawing on Caswell’s deep experience in both government and the private sector, the initiative will support public and private businesses, real estate developers, institutions and nonprofits seeking to advance development projects, develop business, build out their public profiles and enhance their economic strength and impact.
The practice will focus on three key areas:
- Advocacy and Strategic Consulting – Helping domestic and international clients access new markets, funding, and navigate regulatory pathways.
- Economic and Business Development Strategy – Supporting commercial and residential development initiatives, public-private partnerships, and regional growth efforts.
- Public Funding and Earmark Support – Guiding clients in accessing public and private funding opportunities.

Caswell most recently served as Commissioner of the New Hampshire Department of Business and Economic Affairs, where he led comprehensive economic development efforts, managing more than $300 million in state and federal resources for domestic and international business recruitment, retention and growth, tourism support and promotion, workforce training, broadband expansion, and affordable housing. During the COVID-19 pandemic, he directed the state’s management of more than $3.6 billion in federal relief funds as Executive Director of the Governor’s Office for Emergency Relief and Recovery.
Caswell also held leadership roles in renewable energy development, financial services, and housing, and served as New England Regional Administrator for the U.S. Department of Housing and Urban Development in the Bush Administration.
At Bernstein Shur, he will use this experience as part of a multi-disciplinary practice, combining legal, strategic, communications and advocacy services to help clients advance transformative economic and development initiatives across the region.
